Our Leadership

With over 300 employees under their command, our leaders have strong tri-sector experience from the public, private and nongovernmental sectors. With strong multicultural, multilingual and entrepreneurial backgrounds, our leadership leads global teams across three continents (America, Europe & Asia). Their only mission is to deliver results for our clients, our company and our society.



Dr Hotak is the second co-founder of Afghan Recruiter and a medical doctor turned social entrepreneur. He is driven by his unquenchable thirst to solve global problems that humanity and societies face. Dr Hotak is a fierce advocate for private sector mobilisation to empower people, communities and countries. He is a strong tri-sector leader with extensive experience in the public, private and non-governmental sectors. As a serial entrepreneur, he is the Founder of Central and South Asia Business, London Partners Corporation, Afghanistan Investment Fund, British Afghan Chamber of Commerce and Industry, Afghan Business Association UK and Afghana Foundation. He is a national and internationally renowned speaker on Afghanistan in the media, think-tanks, academia, conferences and seminars. Dr Hotak holds an MBChB in Medicine from Leeds Medical School and certificates in International Organization Management, Smart Business Growth, Entrepreneurship, Globalisation and Leadership.


Caroline is Afghan Recruiter’s operations officer, responsible for directing all the people and process functions, and smooth implementation of the company’s vision and strategy. She leads the company’s product, web, design, user experience, content and recruitment teams. She brings nearly two decades of experience in product management, human resources and operations management from some of the largest technology and recruitment companies in the industry. Prior to Afghan Recruiter, Caroline spent nearly six years at Upwork where she managed local and seller product experience, managing products and services that enabled individuals and businesses to sell and connect with buyers. Before that, she spent 11 years at Google, holding a wide variety of product and leadership roles. Caroline holds a bachelor’s degree in e-commerce computing from Liverpool University.


Rachel is the chief human resources officer of Afghan Recruiter, responsible for strategic human resources planning, learning & development, talent acquisition, total rewards, employee relations, employee engagement and culture management, compliance issues, and much more. She brings nearly 10 years of extensive international experience in HR from information services, tech, finance and consulting industries. Her background includes a particular focus on executive/leadership coaching and developing organisational culture and employee engagement programmes. Most recently, Rachel served as senior executive at Boyden, where she oversaw the company’s global people strategies and programmes. Prior to that, she served as senior manager of talent & culture development for KPMG, advising a growing portfolio of innovative companies on how to scale and adjust their culture and talent programmes. Rachel holds a bachelor’s degree in business from Trinity College Dublin, and completed a Master’s Degree in Business Studies at the University College Dublin.
